Major changes in the offing

Major changes in the district and upazila administrations across the country, involving transfers and fresh postings, are underway.
The move taken by the government last month aims at ‘revitalizing’ the administrative machinery at the grassroots, public administration officials told New Age.
The changes would be over by December, just ahead of the completion of the third year of the Awami League-led government’s second consecutive term in January.
The Cabinet Division and the public administration ministry already prepared two ‘Fit Lists’ of officers to be appointed as deputy commissioners and upazila nirbahi officers, both key field administration posts.
Efficient and smart officers would be appointed as new DCs and UNOs, PA Ministry senior secretary Kamal Abdul Naser Chowhdury said.
He said that the changes in the district and upazila levels would occur immediately after the cadre service officers get their promotions later this month.
Kamal said, the changes would be due as many of the DCs and the UNOs would get their promotions.
He said that separate lists of officers ‘fit’ to be DCs and UNOs had been prepared after a thorough screening.
A senior PA Ministry official who was in the team that interviewed officers for selecting new UNOs, said, 140 senior assistant secretaries had been shortlisted for heading the lowest administrative tier.
He said for fresh DC appointments a shortlist of 40 deputy secretaries, prepared through thorough screening,
always remains handy.
In October, the PA Ministry called 102 deputy secretaries to face interview by the Cabinet Division for appointment as DCs.
The officers of the 15th, 17th and 18th batches of Bangladesh Civil Service faced their interviews.
Out of 150 officers of the 28th and 29th batches of BCS administrative cadre who faced their interviews in the last month 140 were found to be eligible for appointment as UNOs, said PA ministry official
