Was Sept 8 reshuffle in Bangladesh Army aimed to curb Gen Waqar-uz-Zaman’s power?

A set of restricted Bangladesh Army posting orders issued on September 8 has altered the command architecture around several Dhaka-based formations, prompting questions over whether Army Chief General Waqar-uz-Zaman is facing a gradual tightening of the space in which he exercises operational influence.

While the Bangladesh Army documents, accessed by Northeast News, do not make any reference to Brigadier (retd) AKM Shamsul Islam, other well-placed sources said that he was the architect of the transfers and postings, which have the full backing of Prime Minister Tarique Rahman.

The two transfer and posting orders were issued in the name of Chief Army Staff General Waqar-uz-Zaman, while citing four Armed Forces Division letters as references. The concentration of changes was around operational formations, air defence, intelligence and senior staff appointments.

The most consequential documented move involves the 46th Independent Infantry Brigade, a Dhaka-based formation directly under Army Headquarters. Brigadier General Mohammad Humayun Kabir was moved from the Military Training Directorate at Army Headquarters to command the brigade.

The order for the posting of his predecessor, Brig Syed Ashiqur Rahman, was to be issued separately.

This change is crucial because the 46th Brigade is one of the Army’s principal independent formations in the capital. Its commander therefore occupies a position with significance beyond routine brigade administration.

The replacement of one commander by another can alter the immediate chain of operational relationships around Army Headquarters.

A second documented change concerns the 6th Independent Air Defence Brigade in Mirpur. Brig Mohammad Rafiqul Hasan was moved from the brigade to be Commandant of the Ad hoc Army Air Defence Centre and School, while remaining attached to Headquarters 33rd Infantry Division.

Brig G H M Selim Hassan, who was attached to the 33rd Division’s Air-Defence Centre and School, was moved to command the 6th Independent ADA Brigade.

The effect is an exchange of senior leadership between an operational air-defence formation and its training establishment. That is significant because it connects the command of the Mirpur-based air-defence brigade with an officer who had been working within the 33rd Division structure.

The documents also reflect a wider pattern. Maj Gen Muhammad Nazim-Ud-Daula was moved from Headquarters 33rd Infantry Division to become Commandant of the Bangladesh Infantry Regimental Centre, while Brig Mohammad Mohtashim Hyder Chowdhury was moved from the Infantry Directorate at Army Headquarters to become GOC of the 33rd Infantry Division and was promoted to major general on assumption of the appointment.

The same order moved Maj Gen Mohammad Aftab Hossain from BIRC to GOC, 17th Infantry Division.

These movements redistribute senior officers among field formations, training institutions and Army Headquarters, creating new command relationships around several sensitive formations.

The 14th Independent Engineers Brigade continues to be led by Brig Syed Fazle Gaus and the 86th Independent Signals Brigade is headed by Brig Kazi Mustafizur Rahman who has been at this post since January 2025.

The two units are also Dhaka-based independent formations that report directly to Army Headquarters.

The role of Brig (retd) Shamsul Islam, nevertheless, deserves scrutiny. On April 6, the government gave the Prime Minister’s Defence Adviser additional responsibility for overseeing the Armed Forces Division alongside the Ministry of Defence, with the status of a state minister. His expanded institutional role places him at an important point in the civil-military chain.

Yet the September 8 order itself attributes the postings to the CAS and lists AFD letters as references. That distinction is important. It supports the conclusion that AFD was involved in the administrative process.

One of the two September 8 orders makes several significant changes at the Major General level. Maj Gen Mohammad Sajedur Rahman, who was in the Military Secretary’s Branch at Army Headquarters, was moved as Senior Directing Staff (Army) at the National Defence College.

Maj Gen Mohammad Khair Uddin, meanwhile, moved from the NDC to the Military Secretary’s Branch at Army Headquarters.

The two appointments effectively exchange senior officers between a professional military education institution and one of the Army chief’s key headquarters staff structures.

The movement of Maj Gen Sajedur Rahman away from the Military Secretary’s Branch and Maj Gen Khair Uddin into it therefore changes the composition of an important senior-staff node at Army Headquarters.

More consequentially, Maj Gen Mohammad Nazim-Ud-Daula was moved from command of the 33rd Infantry Division to become Commandant of the Bangladesh Infantry Regimental Centre (BIRC), while Brig Mohammad Mohtashim Hyder Chowdhury, from the Infantry Directorate at Army Headquarters, was appointed GOC of the 33rd Infantry Division and promoted to Major General with effect from assuming the post.

At the same time, Maj Gen Mohammad Aftab Hossain was moved from BIRC to become GOC of the 17th Infantry Division, with the order noting separately that the posting of Maj Gen Mohammad Alimul Amin would be issued later.

Taken together, these changes redistribute three senior officers across a field division, a second field division and the Army’s principal infantry training establishment, while bringing an Army Headquarters officer into divisional command.

The orders materially alter the network of senior commanders surrounding the Army Headquarters and the 33rd Infantry Division.

What the changes demonstrate more clearly is a redistribution of senior command relationships around Dhaka and between operational and institutional appointments, which Bangladesh Army sources said have considerably weakened Gen Zaman’s previously broad discretion.
