The approval came from the NEC meeting held at the NEC conference room in the city’s Sher-e-Bangla Nagar with NEC Chairperson and Prime Minister Sheikh Hasina in the chair.
Briefing reporters after the meeting, Planning Minister AK Khandker said of the total ADP allocation, Tk 41,307 crore (62.70 percent) will come from the government fund; Tk 24,563 crore (37.30 percent) from project assistance and Tk 8,114 crore from the funds of autonomous bodies/corporations.
Planning Division Secretary Bhuiyan Shafiqul Islam was present at the briefing.
The actual ADP size stood at Tk 65,870 crore excluding the autonomous bodies/corporations’ own development fund of Tk 8,114 crore from the original ADP outlay of Tk 73,984 crore.
The ADP for the next fiscal is Tk 18,984 crore higher than the original ADP size of Tk 55,000 crore and Tk 21,618 crore more compared to the revised ADP allocation of the outgoing fiscal (2012-13).
Considering the importance of the Padma Multipurpose Bridge as well as the development of the bridges, roads and rail communication network, the transportation sector gets the highest allocation in the new ADP amounting to Tk 15,374 crore including Tk 6,852 crore for the Padma Bridge Project. This figure accounts for about 23.34 percent of the total ADP allocation.
The second highest allocation goes to power sector with Tk 9,053 crore that accounts for 13.74 percent of the ADP.
The sectors having substantial allocations in the ADP: Education and Religious Affairs – Tk 8,766 crore (13.31 percent); Rural Development and Rural Institutions – Tk 6,622 crore (10.05 percent); Physical Planning, Water Supply and Housing – Tk 5,454 crore (8.28 percent); Health, Nutrition, Population and Family Welfare – Tk 4,240 crore (6.44 percent); and Agriculture Sector – Tk 3,721 crore (5.65 percent).
The new ADP also allocated Tk 2, 255 crore to Oil, Gas, and Natural Resources sector; Tk 903.41 crore to Communication sector; Tk 208.52 crore to Sports and Culture sector; Tk 757.61 crore to Science, Information and Communication Technology sector; and Tk 370.09 crore to Labour and Employment sector.
According to meeting sources, the Prime Minister said that the sectoral allocation in the new ADP is adequate and a better result is expected if the projects under the ADP are implemented properly.
The number of projects included in the ADP is 1176 of which 996 are carried over projects of the outgoing 2012-2013 fiscal, while 50 are newly approved projects and the remaining 130 projects are of various autonomous bodies/corporations.
Besides, some 661 new unapproved projects without any allocation and 44 projects under the Public Private Partnership (PPP) have also been included in the new ADP.
Planning Minister said that if the next ADP is implemented properly, then the targets of socio-economic development and economic growth are expected to be achieved through expansion of economic activities, employment generation, development in education and health services ensuring food security and alleviating poverty.
Finance Minister AMA Muhith, Planning Minister AK Khandker, Agriculture Minister Matia Chowdhury, concerned Ministers, Advisers to the Prime Minister, members of Planning Commission, secretaries and officials concerned were present in the meeting.
