Already, the telecom regulator has completed scrutiny of 153 applications on the basis of points and sent the list to the ministry concerned Wednesday for final approval.
Earlier, Bangladesh Telecommunication Regulatory Commission (BTRC) sent the inspected copy of the list to the Prime Minister’s Office (PMO).
A high official at BTRC told the FE that the commission has made a list on point- basis for gateway licences and sent it to the Ministry of Posts and Telecommunications.
He said the ministry would take the final decision on the number of licences to be issued.
Besides, the industry insiders feel the initiative of providing a number of fresh international gateway licences for voice and data transfer will create ‘trouble’ for healthy market competition in the country.
They reportedly said the government was going to issue the licences on being politically motivated.
Managing Director of Mango Telecom Mir Masud Kabir, who has an IIG (International Internet Gateway) licence and submitted application for an IGW licence, said the government could provide fresh licences for a competitive market, but it should not do that blatantly.
Barrister Aneek R Haque, former legal consultant of BTRC, said the telecom authorities could issue more licences after surveying the market feasibility.
It is alleged that the telecom watchdog has reviewed the applications without involving any external experts, despite having recommendations from the Parliamentary Standing Committee on Ministry of Posts and Telecommunications.
Even the authorities did not disclose the criteria of the selection process, although such kind of licences was issued through open auction in 2008.
The categories under which the licences will be issued are International Gateway (IGW), Interconnection Exchange (ICX) and International Internet Gateway (IIG).
Among the applications, some 43 firms have submitted applications for IGW, 51 for ICX and 59 for IIG, according to the data of BTRC.
The top nine firms in IGW category, according to the BTRC markings, are Global Voice Telecom Ltd that got 84.5 points out 100, BJ Telecom Ltd with 83 points, Roots Communications Ltd with 80 points, Hamid Sourcing Ltd 79 points, Capstone Communications Ltd with 78.5 points, First Communications Ltd with 78 points, MOS 5 Telecom Ltd with 77 points, SM Communications Ltd with 76 points and Digicom Telecom Ltd with 75 points.
In the ICX category, the top ten firms are Teleplus New York Ltd that secured 84.5 points followed by Bentel Corporation Ltd with 83 points, Vertex Communications Ltd 81 points, Bangladesh Export Import Communications Ltd 81 points, Gazi Network Ltd 80.5 points, MAK Telecom Ltd 80 points, New Generation Telecom Ltd 79.5 points, Ring Tech (BD) Ltd 79 points, Agni Systems Ltd 78.5 points, and Sengupta Telecom Ltd 78 points.
Besides, in IIG category, One Tel Ltd obtained 88 points, while 1 Asia AHL 87.5 points, Bangladesh Submarine Cable Company Ltd 87, Summit Communications Ltd 86, Optimax Communications Ltd 85.5, Virgo Communications Ltd 83.5, Velocity Network Ltd 83, Level 3 Communications Ltd 83, Integreted Business Solutions (Pvt) Ltd 82.5 and Abir Telecom Ltd 82 points.
BTRC in its guideline has fixed 51.75 per cent, 65.75 per cent and 10 per cent revenue sharing with IGW, ICX and IIG operators respectively.
Licence acquisition fees have been fixed at Tk 150 million for IGW, Tk 50 million for ICX and Tk 0.5 million for IIG.
