The High Court on Monday directed the government and the police to issue a circular in a month asking all police stations across the country to record complaints of rape without delay and beyond discriminations of religion, caste.
A bench of Justice Farah Mahbub and Justice Kazi Md Ejarul Haque Akondo issued the order after hearing a writ petition filed by five right organisations in the wake of allegation that police delayed in lodging a case for raping of an indigenous girl and conducting her medical.
The bench also asked the authorities to submit a report to the court on what action has been taken against the policemen responsible for the delay in lodging the rape case.
A Garo girl was raped by a gang of five miscreants after she was dragged into a microbus on May 21 night.
She came out of a shop at about 9:00pm on May 21 and was waiting at Kuril bus stop for a bus when the miscreants dragged her into the microbus.
They dropped her at Jasimuddin Road at Uttara at about 10:45pm.
Petitioners’ lawyer Sara Hossain said that three police stations refused to record the rape case before it was recorded finally with the Bhatara police station on May 22.
She was taken to Dhaka Medical College Hospital on the following the day although the law stipulates that rape victim must be examined by doctors within 24 hours after the incident.
