Schools will have to set aside 40 seats out of each 100 for locals.
Education ministry officials say they had taken initiative to reserve 40 percent seats for locals at both public and private schools.
They agreed on a proposal for reserving 40 percent seats for locals in government primary schools on Tuesday.
Joint Secretary Ruhi Rahman said they would meet on Wednesday to decide about private schools.
Prime Minister Sheikh Hasina recently ordered authorities to ensure admission of children to grade-I in schools in their localities.
After a directive from the Prime Minister’s Office, the Directorate of Secondary and Higher Education (DSHE) proposed the education ministry to introduce area-based quota system for admission.
Rahman said they discussed the proposal in Tuesday’s meeting but could not take a final decision as the minister and secretary were absent.
However, they are yet to decide on ways to identify locals, ministry officials said.
The joint secretary said they had agreed on an online admission system for grade-I students from the next session in the districts.
At present, students are enrolled at schools through the online admission system in the metropolitan cities.
