Rajuk to lose Tk100m in PurbachalCorrupt nexus out to manipulate tender process

 

 A section of contractors having affiliation with the ruling party are trying to manipulate the tender process for construction of roads and drainage in the planned Purbachal residential area to make windfall profit by showing higher costs.

As part of the manipulation process, according to allegations, professional contractors were not allowed to submit their tenders called by Rajdhani Unnyan Kartripakkha (Rajuk) or capital development authority for its Purbachal township project.

Sources in Rajuk say if the prices quoted by bidders are accepted for awarding the contracts, the government would lose at least Tk 100 million.

Rajuk invited tenders in two packages — on 16 and 22 November 2011 — for construction of drainage and roads in Purbachal, a project developed by the development authority, at an aggregate cost of Tk 800 million.

But a good number of potential bidders could not submit the tender documents on the scheduled dates on 22 and 29 December 2011 following threats and attacks by hired goons, some contractors alleged.

Ruling Awami League-backed Swechchha Shebak League leaders Mizanur Rahman Manil and Abul Fazal Raju accompanied by their musclemen allegedly took position in and around the tender box so that nobody could dare to come to make formal offers.

“The general contractors could not submit tender documents seeking contracts for works in 12 groups on both the dates because of threats from the musclemen,” Abul Kalam Azad, engineer of the firm Ismail Hossain, told Bangla daily Kaler Kantho.

Rajuk sold almost 50 tender schedules for awarding contracts in 12 groups but only or two tender offers were submitted on an average in each group, the sources said.

The first that have managed to submit tender documents include Niaz Traders, M Ataur Rahman, Haider Construction and Rafiq Construction.

Through syndication, the bidders tried to offer inflated costs for the construction of roads and drains. If they are awarded contracts, Rajuk will have to spend Tk 100 million more than the rational cost, insiders said.

Rajuk board member Mahbub-Ul Alam, who invited the tenders, reportedly said he received one complaint and made arrangement for his submission of tender documents. “We have duly informed the chief engineer and the tender evaluation committee. Necessary steps will be taken on availability of reports,” he said.

He added that if there were anomalies in the process of tender, Rajuk would call fresh tender to address the issue and avoid controversies.
