ADP implementation 44pc in first 8 months of current fiscal

The implementation progress of the Annual Development Programme (ADP) in the first eight months (July-Feb) of the current fiscal (2012-13) reached 44 percent, 6 percent higher than the rate achieved during the corresponding period of the previous fiscal (2011-12).

According to the Implementation, Monitoring and Evaluation Division (IMED), the expenditure during the eight-month period was, however, Tk 24,197 crore, up Tk 6,678 crore compared to Tk 17,519 crore during the corresponding period of fiscal 2011-12.

Of the total expenditure, the share of the project assistance was Tk 7,719 crore (36 percent) as against Tk 4,920 crore (26 percent) during the same period of the previous fiscal.

The share of the local funding was Tk 16,479 crore (49 percent). About Tk 20,390 crore, 61 percent of the allocation, was released during the July-February period of fiscal 2012-13. The size of the ADP allocation in the current fiscal is Tk 55,000 crore.

The IMED figures showed that the Law and Justice Division achieved the highest implementation rate of 69 percent while Ministry of Foreign Affairs the lowest 4 percent during the eight-month period.

The utilisation rate of top 10 ministries and divisions during the July-Feb period of 2012-13 fiscal was 50 percent or Tk 19,798.25 crore in expenditure.

Among the top ministries and divisions, the Local Government Division made the highest expenditure of Tk 5,855.36 crore (57 percent) followed by the Power Division Tk 4,775.06 crore (61 percent).

Primary and Mass Education Ministry achieved 54 percent (Tk 2,350.31 crore); Health and Family Welfare Ministry 34 percent (Tk 1,245.79 crore); Ministry of Railway 28 percent (Tk 911.44 crore); Roads Division 60 percent (Tk 1,514.82 crore); Ministry of Education 52 percent (Tk 1,290.65 crore); Ministry of Water Resources 37 percent (Tk 778.62 crore); Ministry of Industries 22 percent (Tk 370.40 crore); and Energy and Mineral Resources Division 45 percent (Tk 705.81 crore).

The implementation status of other ministries and divisions for the July-Feb period of current fiscal were as follows:

Ministry of Religious Affairs (67 percent); Rural Development and Cooperative Division (65 percent); Ministry of Food (62 percent); Ministry of Expatriates’ Welfare and Overseas Employment (61 percent); Bank and Financial Division (59 percent); Planning Division (52 percent); and Ministry of Disaster Management and Relief (50 percent).

The implementation progress of revised Annual Development Programme (ADP)  last fiscal (2011-12) reached 92 percent, the same rate achieved during the corresponding period of the previous fiscal (2010-11).

The expenditure during the last fiscal was, however, Tk 37,871 crore, up Tk 5,016 crore compared to Tk 32,855 crore during the corresponding period of fiscal 2010-11.
